DCM successfully implemented its previous Social and Labour Plan (SLP) during the period of 2016 to 2021. The current SLP development has its primary focus on aspects that seeks to address today’s societal challenges. These include a focus on addressing illiteracy, poverty, basic community services, economic development and empowerment.
The SLP makes tangible commitments in the following:
- Employment equity
- HDSA’s management positions targets,
- Skills development
- AET that includes FLC (both internal and external)
- Learnerships (both internal and external)
- Bursaries

DCM’s Socio-Economic Development Strategy is centred on initiatives that aim to increase the skills and employability of community members in an effort to eradicate poverty and to build a literate society. The company’s goal is to increase the social impact of socio-economic development whilst meeting and exceeding SLP commitments in compliance with prescribed legislative requirements.
The Sekhukhune district where DCM operates has a relatively high illiteracy level. Almost 28% of the population has no formal school education and around 1% of the population has obtained tertiary education. The low skills level reduce the ability of the district to be economically productive and to implement productive ventures.
The mine’s socio-economic, educational and skills development goals are:
- Education and skills development to promote employability.
- Develop local enterprises to create jobs.
- Develop local entrepreneurs to create supplier.
- Contribute to infrastructure development.
- Improve relationships and stakeholder engagement.
- Meet or exceed the skills development legislative requirements passed by Government.
In contribution towards building better community infrastructures to improve community services, DCM has also committed to participate in delivering water services infrastructure and creation of better roads conveyance routes.
Legislative standards require that communities should have access to at least 20 to 30 litres per person per day of clean water within 200 metres of all households. Unfortunately, 49.9% of the Sekhukhune’s population has access to water below this basic level.
DCM is collaborating with Sekhukhune District Municipality around planning for the district’s water provision by identifying specific opportunities to expedite increased access to basic water for the residents. The project will be handed over to the district municipality in December 2023.
